I am directed by Viscount Palmerston to state to you that M. de Osma, the Peruvian Minister at this Court, has applied to His Lordship for an Exequatur on behalf of Don Jesus Chas who has been appointed Peruvian Vice Consul at Hong Kong, which Colony M. de Osma states Don Jesus Chias is already resident. And I am to request that you will move Earl Grey to cause the Exequatur to be issued.
